The Koo Foundation was founded in 1987 by Dr. Chen-fu Koo, Honorary Chairman of the Ho-hsin Group, one of the core business groups in Taiwan.
Dr. Chen-fu Koo, being a respected leader of the business circle in Taiwan and founder of the ROC's Economic Councils in USA, Japan, Korea, and most of those in Europe, is currently Chairman of The Strait Exchange Foundation. He and China's Tao-han Wang opened the so-called "Koo-Wang Talks" twice; one in Singapore in 1993 and another in China in 1998.

The Koo Foundation was founded to fulfill three missions:
(1) To hold lectures and intensive courses for young businessmen in Taiwan, inviting world-class speakers such as those who had won the Nobel prize in world economics;
(2) To conduct researches for anti-cancer drugs and build a hospital for seriously-ill cancer patients;
(3) To promote Chinese performing arts, especially Chinese Opera.
The project of Chinese Opera has been headed by Vivien Ku, Vice Chief Executive of Koo Foundation. The project has been giving two productions yearly since 1990 with Maestro Bao-chun Li, a most celebrated Chinese Opera actor, in the lead. In 1998, a Chinese Opera Troupe called Taipei Li-yuan Chinese Opera Theater was founded. Taipei Li-yuan Chinese Opera Theater, based in Novel Hall, a mid-sized private venue in Taiwan, is also under the management of Vivien Ku.
The Koo Foundation has also sponsored Taipei Li-yuan Chinese Opera to tour Europe, America, and Japan so that the international society is able to share the joy and beauty of the fabulous CHINESE Opera.
In addition to producing Chinese Opera, the Koo Foundation also publishes CDs and books of Chinese Opera.
